
The second international meeting of the three year series of seminars, which represents the core of the "School of Politics Hannah Arendt", will take place in the framework of the International Conference "EUROPE - UNION OF CITIZENS: women's views, alliances, strategies for a global future" organised by the Überparteiliche Fraueninitiative - Berlin Stadt der Frauen.
By participating in the Conference, which is part of the Fourth Medium-Term Community Action Programme on Equal Opportunities for Women and Men, the School of Politics intends to reinforce its international dimension. Furthermore, it intends to make both initiatives more visible and to strengthen their capability of developing and promoting women's transnational networks.
The conference will examine the economic, political and social implications of globalisation from a feminist point of view. It will also discuss perspectives and strategies for stabilising and revitalising democracy in Europe. It will discuss, in three simultaneous sessions, the themes:

Democratizing Democracy: Empowerment and Change
in the Political Culture
Women have never had greater access to political and public offices than they have today. At the same time, however, globalisation is causing national institutions of democracy to suffer a steady decrease in autonomy and authority. Economic as well as political decisions are being made at levels largely beyond the reach of democratic controls. Against this background, it is necessary to examine the effectiveness and the limitations of new strategies designed to promote the participation of women in decision-making processes. The links between empowerment and change in the political culture need to be viewed from a new perspective.
These themes, and some innovative practices concerning democracy, will be discussed with women from European Union and the "new democracies" of Eastern Europe.
